The Delta State Government has submitted the Twelfth Rolling Edition of the Delta State Fiscal Strategy Paper (FSP) 2026–2028 to the State House of Assembly for consideration and approval.
Governor Rt. Hon. (Elder) Sheriff F.O. Oborevwori, in a letter addressed to the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, said the document was prepared in line with the provisions of the Fiscal Responsibility Law and in accordance with international best practices.
According to the Governor, the Fiscal Strategy Paper serves as the foundation for the formulation of the 2026 fiscal year budget. It comprises four key components—the Medium-Term Expenditure Framework (MTEF), the Fiscal Strategy Paper (FSP), the Economic and Fiscal Update (EFU), and the Budget Policy Statement (BPS).
Governor Oborevwori explained that together, these elements provide a comprehensive framework for budget planning and preparation by incorporating economic and fiscal analyses, reviewing past and current budget performance, and identifying key factors affecting implementation.
He further noted that the document represents the first and most critical phase in the annual budget preparation cycle and was developed ahead of the 2026 Budget.
“In preparing the three-year (2026–2028) Indicative Fiscal Framework, the state applied a value-based forecast derived from actual revenue receipts from January to June 2025,” the Governor stated.
Oborevwori appealed to the Honourable House to give prompt consideration and approval to the Fiscal Strategy Paper, which will serve as the guiding template for the preparation of the 2026 fiscal year budget.
The. Speaker, Rt. Hon. Emomotimi Guwor thereafter referred the document to the House Committee on Finance and Appropriation for further legislative scrutiny.
Also at plenary, Chairman of the House Committee on Rules, Business, and Judiciary, Hon. Spencer Owhofa, presented the committee’s report on the Delta State Anti-Terrorism and Anti-Cultism Amendment Bill.
