The Nigerian Army on Wednesday commissioned a modern recreational park in Ogume, Ndokwa West Local Government Area of Delta State, as part of efforts to strengthen civil-military relations and promote community development.
The project, known as the Ogume Recreational Park, was executed by Major General Ugochukwu Goodluck Ogeleka under the Chief of Army Staff Special Intervention Civil-Military Cooperation (CIMIC) initiative and commissioned on behalf of the Chief of Army Staff, Lieutenant General Waidi Shaibu.
Speaking at the ceremony, the representative of the Chief of Army Staff, General Officer Commanding (GOC) 6 Division, Major General E.E. Emekah, said the project underscores the Nigerian Army’s commitment to non-kinetic operations and community engagement.
According to him, “This project marks an important milestone in showcasing the Nigerian Army’s commitment to the welfare and development of host communities.”
He continued, “It also reflects our resolve to build trust and sustain mutually beneficial relationships with the civil populace.”
He commended Major General Ogeleka, for his unwavering support for his community, while describing him as “a dedicated and accomplished senior officer” whose initiative has brought pride to both the Nigerian Army and his community.
He maintained that “The Ogume Recreational Park will serve as a centre for relaxation, social interaction, and community cohesion by improving the quality of life for residents, and urged the community to take ownership of the facility.
He also noted that the CIMIC projects are designed to foster public trust and complement military operations through people-oriented initiatives.
He said, “The project is expected to provide a safe and accessible space for recreation, promote community engagement, and deliver lasting benefits to the people,” he stated, calling for continued cooperation with security agencies to sustain peace and development.
Also speaking, the Chief of Civil-Military Affairs (Army), Major General M.A. Etsu-Ndagi, said the initiative forms part of a broader strategy to entrench a “whole-of-society approach” to national security.
“Public cooperation and support remain critical to the success of military operations. These projects are designed to create lasting impact and encourage community ownership,” he said.
Etsu-Ndagi commended the people of Delta State for their support to the Nigerian Army and urged sustained collaboration in tackling insecurity in the South-South region.
Earlier in his welcome address, Major General Ogeleka expressed appreciation to the Army leadership for approving the project, noting that it aligns with the Chief of Army Staff’s command philosophy of building a professional, resilient, and people-oriented force.
Hear him: “This park is not just a physical structure but a symbol of unity and social integration for the people of Ogume,” he said. “It is our collective responsibility to protect and maintain it for future generations.”
He revealed that the facility includes a multi-purpose sports court, children’s playground, event stage, solar-powered lighting, internet connectivity, green areas, and a central monument symbolizing the unity of the community’s seven clans.
Representing Delta State Governor, Rt. Hon. Sheriff Oborevwori, the Managing Director of DESOPADEC, Chief Festus Ochonogor, commended the Nigerian Army for the initiative, describing it as complementary to the state’s government MORE agenda.
“This project is not just about infrastructure; it is about strengthening unity, cohesion, and security within the community. The government encourages residents to take ownership and ensure its sustainability.”
Speaking separately, the member representing the Ndokwa West state constituency in the Delta State House of Assembly, Hon. Charles Emetulu, said the Ogume Recreational Park was the first of its kind, and it will serve as a catalyst and turn Ogume into a semi-urban area.
The ceremony was graced by senior military officers, community leaders, and residents, who lauded the project as a landmark development expected to enhance social life and foster stronger ties between the military and the people.
The commissioning ceremony attracted dignitaries from within and outside the state, marking a significant boost to community-based development efforts in the region.
